BUDGET: Debt limit to arrive 2 days early, Treasury secretary warns Congress. The federal government will reach its borrowing cap on Nov. 3, two days earlier than the Treasury Department first anticipated, Treasury Secretary Jack Lew wrote Thursday in a letter to House Speaker John Boehner (R-Ohio). Treasury has moved the date up because the government’s resources declined $4 billion-$6 billion more than expected during the past two weeks, he said. Read more
